October 31, 2026, marks the final day of the year's most anticipated social events in Windsor, a weekend that Ward 3 city councillor Renaldo Agostino describes as one of the busiest periods for the downtown core.
The convergence of three major draws creates a dense crowd forecast. The Windsor International Film Festival begins Thursday, October 29, and will continue through the weekend. Local bars anticipate hundreds of visitors in costume. Scarehouse, located near the central district, hosts its final and largest night of the year.
Agostino noted the specific combination of events driving foot traffic. "Not only is it Halloween weekend, we’ve got Scarehouse going which is very close to the downtown core - that’s going to see some great numbers. We’ve got WIFF opening this weekend.. it’s going to be an absolutely banging weekend downtown." He added that the influx of visitors brings him personal satisfaction. "It’s going to be absolutely incredible and it’s great that we continue to bring people to the downtown core."
The councillor issued direct guidance to residents attending these gatherings. "Arrive early, don’t drink and drive, plan ahead, and be safe." He emphasized that the message to the community is straightforward: preparation reduces risk during the peak hours of Friday and Saturday night.
Drivers are advised to exercise heightened caution when moving through residential streets and the downtown core. The volume of trick-or-treaters and partygoers is expected to be high, creating unpredictable pedestrian movement. Agostino stated that seeing a full downtown brings a smile to his face, but the safety of those walking and driving remains the primary operational concern for city staff this weekend.
