President Donald Trump’s White House has hired 15 additional lawyers to defend the administration against anticipated congressional probes. The legal team will focus on protecting senior officials from the oversight actions that Democrats intend to launch after winning control of both the House and Senate on Tuesday.

The move follows a month-long campaign by Trump in red states that ended with his party losing its congressional majorities. Although Trump called the result his worst-case scenario, officials say the president is preparing to use executive power to push his agenda forward without legislative cooperation. His team is focusing on immigration, federal spending, and tariffs through executive orders rather than new laws.

Susie Wiles, the White House chief of staff, spent the final months of the campaign telling staff to focus on winning. She reportedly discouraged deep preparation for post-election investigations to keep the team's attention on the election. However, the White House Counsel’s office has been quietly building a legal defense structure since September. The new lawyers will join existing staff to handle what insiders expect to be an aggressive push by the incoming Democratic leadership.

Robert Garcia, the incoming chairman of the House Oversight Committee, issued a two-word directive to his staff after securing the committee's subpoena power: "Lawyer up." Trump warned voters during the campaign that he could face a third impeachment. He has not ruled out granting preemptive pardons to staffers, a strategy discussed with White House counsel Will Scharf but not yet finalized.

Beyond legal preparation, the administration is shifting its focus to foreign policy and construction projects. Trump is scheduled to attend three major international summits in the coming weeks. He also plans to resume military action against Iran, a conflict he believes damaged Republican midterm chances. The president held an impromptu event the day after the election to display the construction progress of the White House ballroom.

Trump has described himself as "Mr. Veto" in recent interviews, signaling his intent to block Democratic legislation that conflicts with his priorities. Overriding a veto requires a two-thirds majority in both chambers. While some advisers hope for deal-making on immigration, the president's recent behavior suggests he will test the limits of his executive authority in his final two years in office.

The transition marks a change in the White House's operational focus. With voters no longer a primary concern for foreign policy time, officials expect the president to dedicate more energy to international summits and domestic projects. The administration remains divided on how quickly to move on personnel changes, with many officials already plotting their next career steps.
