Chinese Communist Party leaders promoted Gen. Zhang Shengmin to the Politburo during a four-day meeting in Bangkok on Thursday. The move places the vice chairman of the Central Military Commission into the party's top governing body. This decision follows a period of intense internal purges that removed other high-ranking military figures from the group.

Zhang is now the sole military representative on the Politburo. President Xi Jinping previously stripped two other top generals of their positions, leaving Zhang as the only member of the Central Military Commission besides Xi. Zhang also serves as deputy secretary of the CMC Commission for Discipline Inspection, a role that oversees internal military discipline.

The party adopted a new resolution aimed at strengthening self-governance and anti-corruption efforts. The document describes the party's tasks as increasingly arduous, citing the need to unite the people and safeguard national sovereignty and security. Leaders said the party must root out corruption to maintain ideological purity and its close ties with the public.

The meeting takes place roughly one year before Xi is expected to secure a fourth five-year term as party leader. During the session, members reviewed and confirmed personnel changes related to earlier purges of top officials and military figures. The party stated that enhancing long-term governance capacity is a central goal of the new directives.

Neil Thomas, a senior fellow at Asia Policy, analyzed the attendance records from the plenum. He calculated that 74 percent of members attended the session. Thomas noted that this rate is the lowest since the era of former leader Mao Zedong, suggesting the recent purges were wider than initially expected.

Xi has maintained an anti-corruption crackdown for more than a decade since taking power in 2012. While the campaign initially focused on graft, analysts say the current drive also targets officials who underperform in their roles. The resolution emphasizes maintaining the party's progressive nature as it looks toward the next phase of its leadership structure.
