A Japanese court indicted a 20-year-old US Marine on murder and robbery charges Monday in the death of a woman at a Naha hotel, a case that has drawn protests across Japan and renewed scrutiny of the US military presence on Okinawa.

Devin Jacob Ballard, stationed at Marine Corps Air Station Futenma, is accused of strangling Anna Yagi, 39, with a telephone cord on 3 October and then taking her backpack and wallet, according to the indictment document cited by Japanese media. Security footage reviewed by investigators shows a man believed to be Ballard entering the hotel with Yagi and leaving alone with her belongings. Investigators told Asahi Shimbun and Kyodo News that Ballard has made statements suggesting involvement, though reports indicate he has denied the allegations.

Yagi was found dead at the hotel in Naha, the capital of Okinawa. Ballard was arrested on suspicion of killing her. Prime Minister Sanae Takaichi called the crime "brutal and heinous" and said her government had lodged a "strong" protest with the United States. She requested "strict disciplinary action against US military personnel and thorough measures to prevent a recurrence of such incidents."

Okinawa Governor Genta Koja said the prefecture has repeatedly asked the US to prevent such incidents and described the alleged crime as a sign of a lack of discipline. The Marine Corps said it was "actively cooperating with Japanese authorities, in response to allegations of serious criminal actions by a Marine" and extended condolences to Yagi's family.

About 100 people protested in Naha and another 100 in Tokyo earlier this month over Yagi's death. Okinawa hosts the highest concentration of the roughly 55,000 US soldiers stationed in Japan. In 2024, four sexual assault cases in the prefecture involved US troops, including air force member Brennon Washington, who received five years for the rape and kidnapping of an underage girl. In 2025, Marine Lance Cpl Jamel Clayton was sentenced to seven years for sexually assaulting a woman. The largest protest followed the 1995 abduction, beating and rape of a 12-year-old girl, when tens of thousands marched.
